
The Society and Security Foundation posted on Facebook the third and (for now) final installment of the saga “We asked the Ministry of Interior about the GDPSBZ…”. The post follows:
“This time, the topic is the duty shift—that mystical formation that exists but is not described anywhere. It is not an animal, it is not a person, it is not a cloud. It is… ”a group of employees who work on a schedule.” That’s it.
We asked: What exactly is a “duty shift”? And where in the Ministry of Interior, in the Ministry of Interior Act, in the EU, in the galactic register of interdepartmental objects is there any official definition?
They answered us with uncompromising clarity:
“In the Ministry of Interior, in the national legislation of the Republic of Bulgaria, as well as in the legislation of the European Union, there is no legal definition of the term ‘duty shift’.”
But! According to common practice (which one, whose, when?), the duty shift was simply a group of employees who worked on a schedule—day, night, 24/7… as long as there were fires to extinguish and people to rescue.
Now, let’s do a logical experiment: If there is no definition of “on-call shift,” then how can we have an “on-call shift supervisor”? Who exactly is supervising? What are they supervising? It’s like appointing a “director of nothing” or a “manager of approximate concepts.”
But it doesn’t stop there! We also have a “team commander.” But here’s where it gets funny: Commander of which team?
- The one from the law, which involves at least three people?
- Or the one from the regulation, which is a “group of people and equipment,” more reminiscent of team building with a truck?
Translation: if you are not clear what a “duty shift” is, but you have a ‘boss’ for it, and you don’t know exactly who is in which “team,” but you have a “commander” — welcome to the GDPSB, where every structure is like a family celebration:
it doesn’t matter who you are, but who you are friends and/or relatives with.
There are job descriptions – a sample form and everything! But written on a blank canvas. Without a definition of the basic unit you are responsible for, you are simply the captain of a nameless ship.
It’s like being:
- A head chef without a kitchen.
- A teacher without a class.
- A bus driver, without knowing whether the bus is actually a tractor.
To sum up: We asked. They answered. We received…
- not a single document with a clear distinction,
- not a single definition,
- but many words, many assurances, and an unsuspected ability to manage something that does not exist on paper.
