Why did we repel them until now?
Bulgaria is beautiful, inexpensive, with fast internet and small, quiet towns. But for digital nomads, that wasn’t enough. For years, the lack of a legal framework kept them away. No clear status, no security, no institutional support.
Specialists who could have developed businesses in Plovdiv, Smolyan, or Veliko Tarnovo chose Portugal, Estonia, or Greece simply because they were welcome there.
What does the law change?
On second reading, the National Assembly adopted amendments creating a new permit for long-term residence for foreigners working remotely. This is not just an administrative amendment—it is a sign that Bulgaria is finally saying “yes” to new models of work and life.
In the plenary hall, the proposal received 73% support, which is a rare consensus. Parliament recognized that digital nomads are an opportunity, not a threat, and that regions can be revitalized not only with EU funds, but also with new blood. Furthermore, innovation comes not only from Sofia, but also from the people we choose to attract.
Who are the people behind this change?
The law is the result of successful civic lobbying. Recently, the organization BESCO – The Bulgarian Entrepreneurial Association has been working on this issue. Credit also goes to all the experts who are not just waiting for change, but are writing, defending, and achieving it.

This is not the end, but the beginning. The law creates a framework. Now it’s time for action:
