For me the most important thing is that Bulgarian pensioners, the most vulnerable part of the population, will receive a fair increase, compared to the Swiss rule, said Minister of Labour and Social Policy Borislav Gutsanov. He added:
“The three parties in the government, together with the MRF-MJP, in dialogue we came to this decision. This shows that there is another culture of governance that will lead to something better for the country.”
According to him, the 2025 budget is a rescue budget after 3 years of timeless caretaker cabinets that led to a number of problems. He explained that the indexation of pensions under the Swiss rule by 8.6 per cent requires Lv 417 million extra and it will be found.
On Monday there will be a tripartite meeting with employers and trade unions to discuss the budget. Gutsanov said:
“There has been speculation in recent days about a minimum wage freeze. This is not true. It will continue to be formed as it is by law.”
According to the social minister, more funds for the state treasury can be found by fighting the grey economy. He added:
“The last 3-4 years of timelessness and powerlessness have been a good breeding ground for the grey economy. Fighting the grey economy will certainly bring in revenue. There are commitments from both NRA and Customs to fight the informal economy.”
Minister Gutsanov was adamant that there are ideas for new social programmes to help young families for the coming years. He added that from now on, budgeting should be looked at in a visionary way. He concluded:
“I would like us to do budgets from now on, not budget for budget, but for 10 to 15 years ahead. To know where and what kind of economy we are going to develop in different regions and how they are going to be stimulated.”
