Before new measures can be introduced, they must be put into practice. This was announced by the lawyer for medical law Maria Petrova.

Before a measure is taken from a legal point of view, it is important that it is proportionate, that there are alternatives and that this alternative is not just written on paper, it is practically possible, the lawyer explained.

For his part, Richard Alibegov stressed that free tests for visits to restaurants are not paid for by the state budget. There is a European program that provides funding, so in this case it is about money from Europe.

They do not go through the taxpayers. There is an order for Sofia and we have shown the state how this system can work. Unfortunately, we have not received any support from the state so far. Now one part is paid by the client, one part by the branch associations and by the owners of restaurants. How long we will last is not very clear. Unfortunately, in Bulgaria the green certificate is applied with 20% vaccination. This is an absolute precedent in Europe. In Europe, it has been used for over 60% of vaccinations. Then the state went to the business and said it would work with certificates. Here the state said that it could not cope with the vaccination, so it went to the business and said that it would work with certificates. But the business will not last and we are not just talking about our business for our industry. This is a matter of mass introduction of these certificates. Our proposal was for the state to deal quickly with the state administration. But of course this will not happen, he said.

On the other hand lawyer Maria Petrova replied:

The state imposes measures in an emergency epidemic situation, all ways to combat this infection and all tests, all disinfectants, gloves, masks by law must be taken by the state in principle.”
