The State Financial Inspection Agency will check „PFC“, which holds the „golden goal“ of „Kapitan Andreevo“

The Minister of Finance Asen Vassilev has ordered an inspection of the company PFC EOOD, which carries out the disinfection of the Kapitan Andreevo border checkpoint. This is clear from the post of the MP from „Democratic Bulgaria“ Ivaylo Mirchev on Facebook. According to him, the inspection comes after his signal to the Ministry of Finance concerning the „goal on the Turkish border“ and it will be carried out by the State Financial Inspection Agency.

„We are obliged to complete what has been started to end all vicious schemes that harm the state and benefit criminal elements and the mutts of the 1990s. All of these must remain in the past, and Bulgaria must take a new path, in which business is done according to rules and in compliance with the law, and not with a single call from the Prime Minister to damage the budget by hundreds of millions of levs.

The signal regarding the financial inspection of PFC EOOD reads:

„Dear Minister,
Since 2013, the private company PFC EOOD has been disinfecting cars entering from Turkey. According to official data, it has generated a profit of BGN 33 million without any other activity. An inspection of the National Revenue Agency last year revealed that some of the company’s fiscal devices were not connected to the National Revenue Agency. At the same time, according to the payroll, the cash balances at the checkpoints amount to BGN 32 million, which, however, are not available upon inspection. The deductions of the contractor to the state for the period from March 2013 to April 2021 for disinfection are EUR 27.9 million and over BGN 17 million. The last publicly known information about the actions taken by the state on this issue is from last year. In August 2021 it became clear that through the permanent presence of the NRA at the border, BGN 1.5 million were secured. According to an answer to my question to the Minister of Agriculture, the ministry has not received almost any information since the contract was signed. PFC EOOD did not provide reports on either a monthly or annual basis.
In this regard, please answer me in writing to the following question:
Will the State Financial Inspection Agency carry out a financial inspection of the implementation of the contract for disinfection and disinsection between PFC EOOD and the BFSA under item 4, Art. 5 of the State Financial Inspection Act?
