The Ministry of Interior proposes that drivers who have not paid for their penalty orders and traffic tickets should not be allowed to leave the country. The idea of ​​the ministry is to integrate a system that obliges drivers at border checkpoints to pay their fines, otherwise the authorities will not allow them to leave. In other words, drivers are offered two optionseither to pay on the spot, or to return.

The system is already working on a trial basis at the Kalotina border checkpoint, ‘Bulgaria ON AIR’ informed. As of June 3, 1,722 traffic tickets for more than BGN 200,000 have been identified.

Vladimir Vladimirov has 15 years of experience behind the wheel. He said that the last time he had an unpaid penalty order, he found out about it when issuing documents at the police station.

Legal practitioner Kamen Donev claims that the Interior Ministry’s proposal contradicts basic European laws. Such travel restrictions are allowed only in specific cases – the health of citizens, in the protection of national security and public order.
