The Sofia City Prosecutor’s Office has resumed an investigation in 2015, which is a document crime in which the signatures of the then Minister of Justice Hristo Ivanov were forged. This was announced by the state prosecution. The pre-trial proceedings are against an unknown perpetrator.
On 29.12.2014 and on 11.03.2015 false official documents were drawn up – Order № ЧР-01-482 / 29.12.2014 for termination of official legal relationship with the person H.V.A., due to passing a state service in another administration and Order № CR-01-91 / 11.03.2015 for termination of employment without notice during the probation period with the person P.Y.C., on behalf of the Minister of Justice in order to be used.
In the course of the investigation a complex expertise was prepared, according to the conclusion of which the signature in the column „Minister“ of Order № CR-01-91 / 11.03.2015 and Order № CR-01-482 / 29.12.2014 of the Minister of Justice were not administered by Hristo Ivanov. The signatures of the other persons who agreed on the orders in question are those of the relevant officials in the Ministry of Justice. The seal affixed to the signature of the Minister of Justice is authentic, according to the prepared expertise.
The interrogations of the persons whose powers were terminated by the procedural orders were conducted. Their interrogations established that, despite the fact that the signatures for „Minister of Justice“ had not been placed by Hristo Ivanov, their powers had been terminated and all legal consequences of the false documents had arisen.
After the investigation, with a decree of 03.08.2017 of a prosecutor from SGP, the criminal proceedings were suspended, pursuant to Art. 244, para 1, item 2 of the PPC, namely – non-disclosure of the perpetrator of the act.
Due to new facts and circumstances, according to the provisions of the Criminal Procedure Code, with a decree of 28.04.2020 of the supervising prosecutor, the criminal proceedings in the case were resumed, in view of the need to carry out additional investigative actions to reveal the objective truth. . Among them are the establishment and detailed interrogation of new witnesses, including officials during the incriminating period – deputy ministers, chief of staff and others. All facts and circumstances regarding the preparation, movement, coordination and signing of Order № CR-01-91 / 11.03.2015 and Order № CR-01482 / 29.12.2014 of the Minister of Justice, for which it is established by expertise that they are untrue.
The persons who were interrogated will also have their signatures taken away in order to establish who has placed a false initial on behalf of the Minister of Justice in the forged documents.
