Borisov: The checkpoints are about to be removed, open-air establishments are open, but there is no consensus for kindergartens

Instructors for issuing a driving license – theory, practice, aviation, land, sea – can work tomorrow. This was announced by Prime Minister of Bulgaria Boiko Borisov during an emergency briefing at the Council of Ministers.

Borisov said that during the activity, disinfection and masking must be carried out. He also explained that the theory will be conducted online or in a hall at the appropriate distance.

„Individual outdoor sports – we ran the parks but not for competitions – tennis, running in the stadium, in the park“, the Prime Minister said.

According to him, Prof. Mutafchiiski insists on swimming pools because they are chlorine and there should be no danger. The measures there should be around the locker and around the pool. Disinfection and distance must be observed everywhere, Borisov repeated.

The terraces and outdoor establishments are about to open – there must be very clear rules and will have to be described.

“All this is valid as long as it is respected. We rely on discipline and that we have to live with this virus, which will continue to burn for a long time.”

A sanitary emergency bill will be presented tomorrow after 13 May.

“The word state of emergency creates additional stress, though you saw France extend it to July yesterday. I am convinced that other colleagues will also resort to this measure. At the moment, my colleagues and lawyers are working to assure me that tomorrow morning we will have a draft law that will serve us to repeal the state of emergency, to have it act in one or two other laws, let’s call it a state of emergency. The measures 60/40, social measures, banking measures, anti-epidemic measures should remain. A bunch of stuff that will remain after May 13th. To remain in the relevant laws or in a common law. Tomorrow we will be ready, we will announce it. Let’s go into Parliament and God forbid we can do it right.”

There is unanimity about the checkpoints, Borisov said. According to him, the headquarters and the government believe that the points have played a very important role. Most likely by the afternoon of St. George they will be removed.

“Why? Because I’m scared. I admit that if we do today, hundreds of thousands will move out. The purpose of these checkpoints was and is to continue this distance,” the PM added.

According to him, if we continue to comply with this quarantine without a checkpoint, we will save the work of over 200 police officers and they will be able to be re-routed to the neighborhoods to do their jobs.

“Only for Sofia there are 200, otherwise 11 500. I know them, because we have already paid 650 BGN. My name is called and I can count by name 11 500 people.”

The headquarters and the government have failed to reach a consensus on kindergartens and crèches to be released, stressed Borisov.

“Kunchev and Kantardjiev think we can release them. My colleague thinks we cannot release them. Why? Because children, no problems, but first we will put at risk the teachers and the pupils who work there. 1 child to be 20, after a few days everyone will carry the virus. No problem for them, but they’ll go home. By then we would have an epidemic according to the general, I believe him, and so I did not agree on kindergartens and nurseries with the opinion of everyone else. There are many financial arguments for the work of day nurseries and kindergartens. Then many mothers and parents can go to work. The two-week delay of this process is up to BGN 50 million. We have to decide what to pay. This is your money, but from the very first day we have said that keeping our hospitals healthy and maximizing our capacity is the leading objective, so we have left to see how these measures will work.”

Borisov also noticed that once a week, the National Operations Headquarters will go out to do analyzes.
