The fifth caretaker government of the president took over the governance of Bulgaria. Galab Donev once again headed the country’s 101st cabinet. He thus became the longest serving caretaker prime minister in the country. During a solemn ceremony Radev presented the priorities of the cabinet „Donev 2“:

„Exactly 6 months ago, you took responsibility for governing the country at a difficult time. The forecasts portended highly negative scenarios for the economy and people’s well-being, stalled institutions, record fuel prices and galloping inflation, lack of gas, of contracts, of slots, of tenders, a bulk interconnector and wildly inflated prices.“

The Head of State congratulated the „Donev 1“ cabinet for having managed to control the main factors that generate inflation. He pointed out, however, that basic necessities continue to rise in price, Bulgarian citizens are living hard and getting poorer. He said the main task of the cabinet was to prepare fair elections, but this was difficult against the backdrop of amendments to the Electoral Code.

At the same time Galab Donev said that a decree did not make you a minister or a prime minister.

„Yes, formally this position depends on the president or the National Assembly. But you become a minister after the first decision, after the first crisis, after the first rationalized mistake,“, he said and pointed out that being a minister for a second term had its advantages because you knew what was coming.

The caretaker prime minister also pointed out that he and his colleagues were aware that they would again be blamed for failures, would be blamed for failed reforms and would be held responsible for decisions for which only Parliament had powers.
