Spetsov in front of BOETS: Don’t pay attention to me! We are still working on the signals for the house in Barcelona and Lukoil

“We expect results from the inspections of the National Revenue Agency / NRA / on the three signals for Lukoil Bulgaria, for Boyko Borissov and the house in Barcelona, ​​as well as for the origin of Delyan Peevski’s funds.

This was demanded by the leader of the civil association BOETS Georgi Georgiev, who reminded that their signal for the house in Barcelona is from May 8, 2021, and in early February at a meeting with Finance Minister Asen Vassilev was a commitment was made to order an audit of Peevski and his companies. Days later, BOEC submitted an additional signal, which included documents, bank transfers and information about the former MP’s offshore empire.

During Spetsov, Georgiev pointed out that for the second year in a row they have been working on their signal for the house in Barcelona, ​​which includes Valentin Zlatev, Alexander Chaushev, former directors of Lukoil, Georgi and Borislava Yovchevi, the house in Barcelona.

What else is being checked on this signal, he asks. The head of the National Revenue Agency replied that the inspection had not yet been completed, and that it was a tax-insurance company. Spetsov said the following:

“The fact that you have given your signal does not mean that I have to and can say all the details that are delaying us. We are not finished, but we are working.”

However, Georgiev is adamant that he does not want details, but information about the results of these inspections. He repeated:

“It’s not over, not that there are no results. (…) There is no problem with the signals.”

However, the leader of BOEC insisted that it be clear what the problem is with the actions of the Agency for the fact that for the second year there is no result on a specific signal for which the Spanish authorities have found grounds and have done their job in months.

“You want me to tell you tax and social security information”, Spetsov replied.

Then Georgi Georgiev wanted to know what was happening with their signal for Lukoil Bulgaria.

“There are audit procedures. Revision proceedings have been completed in 2014. There are revision proceedings that go back. These are complex revisions for transfer pricing, which aims to transform into a financial result. The first half of the inspection is over. The second is not yet.”

Here Georgiev reminded him that in an interview Spetsov justified the non-payment of taxes by Lukoil for the past 7 years. The head of the National Revenue Agency countered that this was not the case.

“It simply came to our notice then. You said that in 2014 there was an investment of about a billion and a half dollars. Let’s assume that they are about 2 billion and a half levs, that is, Lukoil does not pay for 7 years, because they balance their revenues with these 2 and a half billion, which makes about 300 million a year. Even without this investment, they would pay 30 million in taxes a year. This is ridiculous. Our analyzes show hidden revenues of over 2 billion per year, which means that at least 200 million are hidden taxes on an annual basis for the last 7 years. Not to mention that Lukoil does not pay taxes even before 2014. No levs profit tax, Georgiev pointed out, adding:

“Regarding the costs of Lukoil – the National Revenue Agency investigated and verified these costs whether 1.5 billion dollars are real costs or how a contact that costs 140 levs invoiced it at 4000.

Spetsov said that everything is being studied, and the analyzes for 2014 have been completed and work is currently underway for 2015. As a result, the financial result has changed and their loss has decreased.

Insisting on concrete results, Spetsov finally said that he was not taken into account and assured Georgiev that he would provide them to him next week. He also invited him to a meeting at 13:00 on Monday. Spetsov insists:

“There is a result for the house in Barcelona, ​​but I can’t tell you everything you want to know. For all / persons / on your signals there are checks. I can’t tell you right now, you’re catching me on the street. (…) Just because you are giving signals does not mean that you are giving us new information. Old review proceedings can be opened when new information is available. The fact that you give offshore accounts does not mean that this is new information.”

The battle continues, BOETS is adamant. They reveal that if Spetsov does not meet with them, they will go to the Ministry of Finance to seek answers from Minister Vassilev, who has taken responsibility for them.
