Scandal and accusations about the procedure for renting sites in the Sea Garden in Burgas

This year, scandal and accusations accompany the procedure for the acceptance of documents, which concerns the rental of relocated sites on the territory of the Sea Garden in Burgas. Municipal Councilor Ivan Ivanov reported this on the Facebook social network.

The procedure is carried out every three years according to Article 56 of the Planning and Development Act. According to Ivanov, a colleague of his, also a member of the Municipal Council, wanted to attend the submission of documents yesterday, but was literally kicked out by Director of the Centers for Administrative Services / „Zora“ Stefan Dubarov. Ivanov described him in his Facebook post as a „self-conceited director“.

„This man thought that his position allows him to behave arrogantly and that everyone is beholden to him, and he forgot that the municipal councilor has the right by law to be granted access to information, procedures and all institutions related to the municipality. I can imagine how he behaves with other citizens who have decided to submit their documents for the respective relocation objects,“, Ivan Ivanov wrote.

He explained to Iskra.bg that the municipal councilor who was not allowed to take part in the procedure of accepting documents was Kostadin Andonov:

„He wanted to maintain order as he had received a tip-off from citizens that the procedure was very wrong in the actual submission of documents because whoever submitted the documents first actually won the very point for which he submitted the documents. In general, people have been waiting there since 03:00 in the morning to submit documents. He has been observing this because he has received a report that there are people who were further back in the queue with tough guys, rearranging the queue and getting a position at the front. And what he asked the director to do was to be present at the actual filing of the papers, but he was denied access and was kicked out.“

Iskra.bg wanted to talk about the case with Kostadin Andonov himself, who was at the scene, but he did not answer his mobile phone until the end of this article.

At the same time he confirmed the case on Facebook and wrote four questions to Мayor Dimitar Nikolov:

1.Is this the treatment normal people deserve in Burgas?

2.Is this the best city to live in?

3.Is this the way to do business in our beloved Burgas – some thugs to put normal people in a corner to keep them quiet?

4. How long will people in this city think they are above everyone else and this will be tolerated?

Our reporter managed to get in touch with Stefan Dubarov. His version of what happened is completely different.

„When I came to work, there were 30 people in the corridor and you could ask them. Really one guy who doesn’t have a job there at the moment introduced himself as a councillor and tried to be an advocate for some of the people. There was a little incident called a scuffle between two or three people about who was first and who was second. There was no procedure. There are no rules described. There are hours of operation for the department, which start at 8:30 on the first business day after New Year’s Day. Whoever comes to the clerk first with their papers is the one. And whoever was second, those are self-regulating people. Apparently something went wrong on the outside and two or three got into a fight. I reminded them that if they continued to bother the clerk and create chaos in traffic because there were other people on the floor, I would call the police. But things calmed down. And I told this councilor that I would pay attention to him after I had done my job. I have my operative first. Then at 9:00 I’m online on an op with a large municipality, with Mr. Nikolov. I then sought him out to tell me what his problem was, but he was gone. People heard. That’s it. There is absolutely no drama in anything,“, he said.

Asked if he had kicked out Kostadin Andonov, he replied:

„How could I kick him away? There are 50 people in the hallway. This is not my private yard to chase someone. These are insinuations. I learned it. I don’t have Facebook. I don’t want to have one. There’s no way this thing could happen. 40-50 people were outside in the hallway!“

Stefan Dubarov then revealed that the whole scandal was connected to the person who currently holds “The Mushroom“ in the Sea Garden:

„Documents have been submitted since yesterday. The Mushroom in question has a permit until February 28 this calendar year, with owner Rauf Sabah. He has taken permit four times in three years so far. I have made a reference. He has been the owner of this site for 12 years until 28 February. Paperwork is filed on the first business day under the Relocatable Sites Ordinance…The reason they had a fight yesterday was this. The guy wanted to outbid 8 people with this councilman. 40 people jumped him and said unkind things to him, I won’t tell you now. I told them not to be angry, but people were outraged at his behavior. He arrived with a municipal councilor and thought that by being with a municipal councilor he would overtake 8 people. People were lined up along the corridor. I asked them to vacate because there is a Job Centre along that hallway.“

In his post, Ivan Ivanov raised another important issue and it is about the procedure for submitting documents for the objects in question in the Sea Garden, which according to him is absurd because people queue up in long lines and whoever submits documents first wins.

„Of course, it is best to make changes to the way documents are submitted and make it convenient and fair for citizens who decide to participate in the procedure,“, he insisted.

Ivanov explained to Iskra.bg that they would work in this direction to propose amendments to the City Council, but this would not happen for the session in January, because the amendments had already been overturned by the court.
