Who embezzles the billions of inflated household bills and how can the problems be solved?

Every year, the media publishes articles about the shock rise in electricity, gas and water prices. In front of the State Agency of Energy Regulation we gather 20-30 people for an hour or two to protest against the robbery prices and then we – all consumers, pay neatly. During the election campaign, politicians grumbled that prices were rising unreasonably, and then, when they came to power, they collected the commission reserved for them – and the amount is not BGN 100, 200, 500 thousand, it is about tens of millions.

Who embezzles these billions of inflated household bills?

The ruthless robbery of insatiable sales politicians and God’s chosen criminal businessmen.

Every year, billions are stolen in the energy sector through boutique public procurement contracts awarded by “Maritza East Mines”, “Maritsa East 2 TPP”, NEC, NPP, ESO, and other state energy enterprises. A recent example is „Tanyo“ from Razboyna, owner of „EMU“company, which has received orders for over BGN 400 million from ESO, with prices for activities 47% higher than those offered by the other companies involved in the procedure. by assignment, ie nearly 50% or BGN 200 million went to offshore companies and drawers of politicians and oligarchs. This is money collected from our electricity bills.

Well, of course, the head of the state-owned ESO at that time was Angelin Tsachev, a former employee in „Tanyo“ company and a political appointment without a competition of Former Energy Minister Temenuzhka Petkova. Other famous „businessmen“ in the sector are Nikolay Valkanov – the heir of Multigroup, Hristo Kovachki, and a number of other known and unknown criminals.

Cold reserve – today it is already called in the law „balanced capacities“. In the period 2018-2020 alone, certain companies linked to non-random people have received the following substantial sums:

  • “Varna” TPP – Ahmed Dogan, although the plant has never been able to provide a cold reserve, receives nearly BGN 57 million;
  • TPPs associated with Hristo Kovachki – BGN 57 million;
  • „Biovet Peshtera“ by Kiril Domuschiev „Kiro – Gela“ – nearly BGN 35 million.

„Belene“ NPP – 1 billion. lv. stolen through consultancy firms like „Risk Engineering“ of oligarch Bogomil Manchev and distributed to Parvanov, Borisov, Stanishev and other politicians. As a result, today we have one puddle, two reactors for BGN 1. 3 billion that are rusting, but we don’t have NPPs, so in the future we will pay higher and higher bills and import electricity from countries we have sold to for decades.

The electricity distribution companiesthe EDCs. Every year, through various schemes, they drain their profits so that the Bulgarians do not see how much they are stealing.

RESs, which from the beginning with their high preferential prices were a trademark – a money laundering scheme of all major criminals in the country.

All the politicians talk about diversification of gas, about more favourable prices for Bulgaria, but in reality what do we have: neither diversification nor revenues from transit fees. Yes, the pipeline crosses the entire territory of the country, without any diversion for Bulgaria, without preferential prices, etc. , but we have several hundred million commission for Borisov, Peevski and other corrupt politicians and betrayed national interest, both in the East and in the West – this is called national betrayal.

The State Energy and Water Regulatory Commission (SEWRC) – by law should protect the consumer from the natural monopolies, but what has happened so far proves that it is this regulator that „legitimizes“ the demands of the companies in question for price increases, because it is controlled. The Chairman and all the members of the State Energy Regulatory Commission are political appointees, and the politicians are corrupt „to the bone“ and work only for their personal interest and the interest of economic circles – foreign corporations and our oligarchs. And given the fact that few consumers are aware of how electricity, water and heating prices are formed, the „basting“ goes on full force every month, year after year, in general throughout our lives, and will continue if we, all consumers, do not seek our self-interest in this, namely – to pay a fair price for these utilities.

With regard to public procurement, it is necessary to regulate:

  • the participation of citizens on a rotating basis against payment in public procurement commissions in order to eliminate the subjective attitude of the contracting authority, which is a political appointment;
  • live broadcast on the websites of the institutions of the work of the commissions under each OP;
  • de-archiving of the documentation under each OP after its implementation; Example: The mayor assigns a public contract for the repair of a playground, the composition of the commission is made up of his subordinates, ie there is no one to control it. The participation of citizens gives transparency and efficiency in spending public funds, and they can check at the moment whether the set price for a bench of BGN 1,500 is increased, because you can see on the Internet that on the website of construction stores it costs BGN 350. The result is that the mayor will not take 50 thousand commissions, the prime minister and the minister tens of millions from RIA, from state energy companies or only from public procurement, we will stop the robbery of BGN 5 billion annually. The same applies to concessions. With the participation of the citizens, a civil society is being built, which we do not have at the moment.

With regard to natural monopolies:

  • all electricity distribution companies, water supply and sewerage operators, district heating companies, the public natural gas supplier and one mobile operator to become the property of Bulgarian citizens.

Note: In Bulgaria, monopolies are established in all sectors. Annual consumer damage amounts to BGN 5 billion.

How will this happen?

All the above-mentioned utility companies will be bought by the state with part of the financial resources over BGN 50 billion, which will be confiscated by the politicians who participated in the government of the country in the period 1990-2021 and their affiliates.

The Commercial Law will regulate the status of a special type of joint stock companies that will acquire these utilities. Every Bulgarian citizen who is a customer of these services (for example, has an account in the respective electricity distribution company) receives a share for a payment of one lev, thus the ownership will be transferred to him by the state. All customers will become holders of shares of equal rights and value. They will have limited rights – their owner will not be able to dispose of them, i.e. to transfer or sell them, in order not to repeat the bitter example of the mass privatisation and the RMDs (workers-management companies), where the tyrants bought all the bills at no price and ended up owning factories for millions, which they subsequently destroyed and sold off. The share in question will be acquired by right – when the person becomes a customer of the company and will lose it when they leave it, and on death will be inherited by the person who becomes the account holder.

The shares will give the following rights:

  • to elect the management bodies of the company – management board and supervisory board, with a term of three years. The composition of the Management and Supervisory Boards will be formed on a professional basis – the members will be selected on the basis of concepts presented by them for the company’s activities, including service prices, costs, investments for maintenance of facilities and projected profit. Applicants can be both employees of the company and external experts. The salary of the management will be tied to the indicators of the company – if they grow and their salaries will grow.
  • right to a dividend, ie to receive part of the company’s profit formed in the respective year. The profit will be distributed equally among all shareholders-clients in the form of reduction of current accounts in the amount of the dividend.
  • right of access to all information concerning the activity of the company.

Voting during general meetings of the company will be carried out through an electronic voting platform maintained by the state. This is the platform through which the remote electronic voting in elections and referendums will take place.

The proposed change in the ownership of the companies in question and in the way they are managed is aimed at removing the intermediaries from activities (in this case, utilities) that are vital to our daily lives and, at the same time, appear to be monopolies, i.e. there is no choice for the customer in order to obtain better quality and a fair price, which should be reduced by more than 30%. With the kind of ownership that is proposed – each client also being a shareholder – the client will have a direct interest in the state of the company in view of the bill they pay for these services, and the management will have a direct interest in the good management of the company in order to receive greater rewards. This will take away the possibility of all participants to carry out unregulated activities, both by the management (abuses in the management of the company) and by the customers with the theft of electricity, because in this situation, if someone steals, he will de facto steal from himself.

The mobile operator will be of utmost importance in view of the economic and societal outlook in relation to the extremely rapid uptake of digitalisation, as in the future the activities of telecoms will focus on internet traffic, at the expense of their traditional business – voice and text messaging. This is in line with the policies proposed by the „Referendums for Justice“ programme, namely – participation of all in the legislative, executive and judiciary through e-voting, the introduction of smart e-governance „one booking-office“ (physical and virtual), e-health and the implementation of the „Connected National Economy“, which is a system of public and private cloud structures for the entire economy of the country which will be implemented for the first time in the world at national level. Its aim is to rationally target Bulgarian goods and services on international markets, as well as supplying it with resources, machinery and investments for local production. The operator will become a leading provider of host services.
